Ministry of Digital Affairs (moda) of Taiwan Signs Bilateral Cooperation Agreement with OpenPeppol

The Ministry of Digital Affairs (moda) of Taiwan has formally signed a bilateral cooperation agreement with OpenPeppol, marking an important milestone in Taiwan’s efforts to advance digital interoperability and strengthen the foundations of its digital infrastructure. The agreement was officially signed on November 27th, 2025.
The agreement was signed by Deputy Minister Isabel Hou on behalf of moda, together with Mr. André Hoddevik, Secretary General of OpenPeppol. During the signing, moda outlined Taiwan’s ongoing work to implement Peppol standards and presented its roadmap for further development. The cooperation reflects Taiwan’s continued commitment to participating constructively in the global Peppol community and supporting the evolution of trusted, internationally aligned digital standards.
Deputy Minister Hou emphasized that moda will continue to expand the adoption of Peppol within Taiwan, including work on technical specifications, policy guidance, and governance responsibilities. Through a close working relationship with OpenPeppol, Taiwan aims to enhance the quality and efficiency of digital public services and promote secure, reliable, and interoperable digital trade.
OpenPeppol oversees the technical frameworks and operational rules that enable seamless exchange of structured electronic documents—such as invoices, purchase orders, and delivery notes—across organizations. By adopting internationally aligned standards, Peppol supports efficiency, transparency, and reduced administrative burden in digital procurement and commercial processes.
On September 18, 2025, moda was designated as a Peppol Authority by OpenPeppol. This designation grants moda responsibility for implementing the local Peppol governance framework, including the accreditation of service providers and oversight of operational compliance. The newly signed cooperation agreement further strengthens the institutional partnership between moda and OpenPeppol and supports Taiwan’s long-term objectives for modernizing its digital ecosystem.
