To promote citizen participation in public affairs and deepen public-private partnerships in innovative governance, the Ministry of Digital Affairs (MODA) is holding the Civic Tech Pilot Field once again this year (2026). Focusing on Tech for Disaster Resilience, MODA calls on local governments, the civic-tech community, and cross-sector partners to work together in utilizing digital technology to respond to public issues. Selected teams successfully completing the project may win a reward of NT$300,000 worth of gifts (vouchers). Citizens are welcome to form teams and participate in this grand event.

MODA said that since 2023, it has been promoting the Civic Tech Pilot Field to transform frontline public service needs into testable and verifiable digital solutions. This year's event is centered on the spirit of Civic Action Hub and themed “Light up Public Innovation Through Action.” Four local practical issues proposed by the New Taipei City Government, Keelung City Government, Miaoli County Government and Nantou County Government are selected. Through prototype development and field validation, feasible ways to use digital technology to respond to public needs are explored.

MODA pointed out that the four issues selected this year arise from real needs of county and city governments at the front line. These include the New Taipei City Government's efforts to help vulnerable organizations proactively report their safety status and compile information through prototype tool testing; the Keelung City Government is promoting the digitalization of disaster-prevention specialist training to verify the feasibility of bringing processes such as registration, review, notification and certificate tracking online; the Miaoli County Government focuses on volunteer and supply management, planning functions such as personnel registration, task assignment, and short-dated supply management; the Nantou County Government presented its need for disaster reporting and visualization in the hope to establish a model in which village heads, certified disaster-prevention specialists, volunteers and community groups jointly report disaster status and monitor the progress of the response.

MODA explained that this event adopts a collaborative model between digital-transformation mentors and creative talent members. Each team consists of one digital-transformation mentor assigned by the executing organization, and at least one creative talent member. The creative talent is open to all ages, backgrounds, and nationalities. College students, members of the civic community, and enthusiastic members of the public are welcome to participate.

It is expected that four development teams will be selected, and each team will be given gifts (vouchers) worth NT$300,000 as a reward. In accordance with the Standard for Public Code, each group will upload their prototype to MODA's GitHub platform for public review, contribution and feedback, so as to accrue benefits from the sustained use of public digital goods.

Application is open online from now until 12:00 noon on August 19, 2026. Individuals or teams are welcome to apply. After the application documents are reviewed for eligibility, those who meet the participation requirements will be announced on August 20 as the preliminary list of approved applicants. They will then participate in the final selection and county-city cooperation ceremony on August 25 for a briefing and exchange. On that day, four teams will be selected as the primary winning teams and four alternate teams to carry out subsequent field validation collaboration.

MODA welcomes professionals and members of the public with experience in digital services, civic tech, or related practices to apply for the event, so that innovative ideas can be more closely aligned with local needs through cross-sector collaboration.
